About Francom
Francom Group is a diversified financial services organisation committed to operating with integrity, accountability, and excellence. Guided by our core values – Leadership, Integrity, Excellence, Balance, and Nurturing (LIEBN) – we place compliance, risk management, and ethical conduct at the centre of everything we do.
As we continue to grow and evolve, we are seeking an experienced Operational Compliance Manager to play a pivotal role in protecting our licence to operate and embedding a strong, practical compliance culture across the business.
The Opportunity
This is a senior leadership role responsible for the end-to-end design, implementation, and oversight of Francom’s operational compliance framework. You will act as a critical bridge between regulatory requirements and day-to-day business operations, ensuring compliance is practical, embedded, and value-adding – not just theoretical.
Reporting directly to the Chief Risk Officer, you will ensure the business remains audit-ready, risk-aware, and operationally efficient.

- Establish and manage effective control systems to identify, prevent, and remediate compliance breaches.
- Proactively identify operational gaps and recommend improvements that balance efficiency with regulatory adherence.
Compliance Risk Management & Internal Audit
- Conduct ongoing assessments of operational compliance risks and implement mitigation strategies in collaboration with Risk and Audit teams.
- Lead investigations into compliance incidents, documenting root causes and ensuring corrective actions are implemented within agreed timeframes.
- Support internal and external audits and ensure timely closure of audit findings.
Leadership & Culture
- Lead, mentor, and develop a high-performing compliance team.
- Champion a “risk-first” and compliance-by-design mindset across frontline and corporate teams.
- Support the design and delivery of engaging compliance and ethics training across the organisation.
Stakeholder & Regulatory Engagement
- Act as a key point of contact for regulators and external stakeholders, ensuring strong and professional regulatory relationships.
- Prepare clear, insightful compliance reporting for Senior Management, Committees, and external bodies.
- Partner closely with Legal, HR, Finance, Risk, Audit, and Operations to ensure alignment of compliance objectives.
About You
You are a confident compliance leader who understands how regulation operates in practice, not just on paper. You are commercially aware, solutions-focused, and comfortable operating at both strategic and operational levels.
You will bring:
- Strong knowledge of Australian financial services compliance, including the Australian Debt Collection Guidelines (or similar regulatory frameworks).
- Demonstrated experience designing and embedding compliance frameworks within operational environments.
- Proven leadership capability with the ability to influence stakeholders at all levels.
- Strong analytical skills with the ability to translate complex legislation into practical workflows.
- Exceptional written and verbal communication skills, including senior-level reporting.
Desirable Experience & Qualifications
- Awareness of ISO 37301 or experience working within formal compliance frameworks.
- Proven experience in operational auditing, control testing, and monitoring.
- Background in high-volume, regulated industries such as Financial Services, Telecommunications, or Utilities.
- Experience conducting formal investigations, root-cause analysis, and remediation tracking.
- Familiarity with GRC systems (e.g. Diligent) for control management and reporting.
- Proficiency in process mapping tools (e.g. Visio) to document and optimise compliant workflows.
